ACT-CIS, Duterte Youth, PPP, and 4PS Lead 2025 Party-List Survey; 48 Party-Lists Secure 63 Seats

The 2025 Party-List Preferences: National Voter Sentiment Report conducted from April 7 to 12, 2025 by Arkipelago Analytics, confirms that ACT-CIS, Duterte Youth, PPP, and 4PS are the strongest performers, each securing the maximum three seats available after two rounds of seat allocation.



Following the top four, several groups also performed strongly. Ako Bicol, Tingog, Uswag Ilonggo, 1-Rider, Malasakit@Bayanihan, CIBAC, and SAGIP each won two seats, reflecting substantial national support among voters. In total, 63 seats were allocated among 48 party-list organizations through the distribution process, highlighting the diversity and competitiveness of the party-list system.


Among those awarded seats, ACT-CIS, Duterte Youth, PPP, and 4PS each secured three seats. Ako Bicol, Tingog, Uswag Ilonggo, 1-Rider, Malasakit@Bayanihan, CIBAC, and SAGIP each obtained two seats. Meanwhile, the following party-lists each garnered one seat: FPJ Panday Bayanihan, APEC, Agimat, Abono, BHW, Kabataan, Ako Ilocano Ako, COOP NATCCO, GP (Galing sa Puso), Bicol Saro, ACT Teachers, Ang Probinsyano, AGRI, AGAP, Senior Citizens, Bagong Henerasyon, Kalinga, Abang Lingkod, Bayan Muna, Gabriela, United Senior Citizens, TGP, Ako Bisaya, CWS, Pamilya Muna, P3PWD, Epanaw, Alona, Pinuno, Solid North Partylist, 1-PACMAN, LPGMA, Murang Kuryente, Mamamayang Liberal (ML), DIWA, Akbayan, and BFF Partylist.


The survey also captured significant support for several groups that, while not securing seats, demonstrated meaningful bases of voter preference. Party-lists such as Turismo, Anakalusugan, and OFW Partylist posted strong numbers but ultimately fell short during the allocation rounds. Mid-tier groups like Buhay and Akay Ni Sol registered competitive figures, while a broad array of smaller organizations exhibited pockets of grassroots support.


The survey was conducted from April 7 to 12, 2025, employing a quantitative research approach using a structured questionnaire administered to a nationally representative sample of 670 registered voters. The sampling design followed a proportional stratified random sampling method, ensuring alignment with the demographic profile of the Philippine electorate based on gender and geographic distribution. The resulting data has a ±3.79% margin of error at a 95% confidence level.
